For a Delhi NCR importer the choice between clearing inland and clearing at the gateway port changes your transit time, your demurrage exposure and your transport bill. It is worth deciding deliberately.
An Inland Container Depot lets you clear customs close to your facility instead of at the coast. The container moves from the gateway port to the ICD under customs bond, and clearance happens inland. For a business in Delhi NCR that usually means ICD Tughlakabad or ICD Patparganj.
The alternative is clearing at the gateway — Nhava Sheva or Mundra — and moving the cleared cargo north by road.
Clearing inland
Advantages
- Clearance and delivery happen near your facility, so the final leg is short
- Rail movement from the port to the ICD is generally cheaper than road for a full container
- Free time at the ICD is typically more generous than at a congested gateway
- Your team can attend examination without travelling to the coast
Costs
- Rail transit from Nhava Sheva or Mundra to an NCR ICD adds roughly 4 to 8 days
- ICD handling charges apply on top of port charges
- Rail capacity fluctuates seasonally, and a missed rake means waiting for the next
Clearing at the gateway
Advantages
- Fastest possible clearance — no inland bond movement
- Best for urgent or perishable cargo
- Avoids ICD handling charges entirely
- Sensible when you are moving part loads that will be broken down anyway
Costs
- Road transport to NCR is expensive for a full container
- Demurrage rates at gateway ports are typically higher
- Examination requires either your presence or full reliance on your broker
- Congestion at peak season is worse at the coast
How to choose
| Situation | Usually better |
|---|---|
| Full container, planned timeline, NCR destination | ICD |
| Urgent or perishable cargo | Gateway |
| LCL that will be deconsolidated anyway | Gateway CFS |
| Heavy or over-dimensional cargo | Depends on the route survey |
| First import, learning the process | ICD — you can attend in person |
Tughlakabad or Patparganj?
ICD Tughlakabad is the larger facility with the widest range of services and the highest volumes — which means both better connectivity and more congestion at peak times.
ICD Patparganj is smaller and often moves faster, with easier access from east Delhi, Noida and Ghaziabad. For many NCR importers it is the quieter option.
Both are well connected by rail to Nhava Sheva and Mundra. The practical decision usually comes down to which is closer to your facility and which is running to schedule that month.
The decision that matters more
Whichever you choose, the variable that dominates your total time is not the routing — it is whether your documentation and product approvals were ready before the vessel arrived. An ICD clearance on complete paperwork beats a gateway clearance waiting on a BIS certificate every time.
